Default A/C Clutch Engagement

My 99 Ranger cycles the AC clutch in all positions except floor. I cannot just use the vent function. The controller switches are good. Any ideas?

Did you check all your connections to the HVAC panel?

Yes I have even tried different control head. PCM may be at fault here. I need to test the AC signal wire to the PCM and see if it has voltage.
